FCT-06-2015: Law Enforcement capabilities 2: Detection and analysis of terrorist-related content on the InternetType of action: Innovation Actions

Proposal Outline:

The goal of the project is to create a software application that identifies terrorist-related content on the Internet. The identified content will be categorized depending on its purpose. Suspicious user profiles and their affiliation groups will be outlined.The main objective of this project is to create a software application that identifies terrorist-related content on the Internet by using modern Natural Language Processing and similarity computation techniques. It will analyze various types of content such as social media, blog and forum posts or regular web pages.The application will identify suspicious profiles and their communities in order to find terrorist cells. It aims to work with the whole Web, so that it will need to constantly discover new sources of content, store it and therefore process high amount of data. Technologies like crawling, indexing, big data and NLP will be required.The application will learn from already processed content, thus machine learning capabilities will be required. In addition, multimedia content analysis will be supported.The innovation resides in that it uses some of the latest Natural Language Processing and similarity computation techniques to detect terrorist-related content on the Internet. Furthermore, it identifies suspicious users by linking together their social media accounts, blog profiles and forum profiles.
